Statement of the Myanmar National Human Rights Commission with regard to the by-election of 2018 (Statement No. 10 /2018)

  1. The observation teams led by the Commissioners of the MNHRC monitored the by-election of 6 constituencies among the 13 to be contested for the three Hluttaws by-elections held on 3 November 2018. The monitoring process was carried out based on the international norms of the national human rights institutions as applied to their respective elections.
  1. The Commission teams monitored the designated polling stations within the time allocations based on the human resources of the Commission in a fair, unbiased and righteous manner, paying special attention to adherence of the human rights norms.

The Commission teams monitored the polling stations of the Amyotha Hluttaw Constituency No (2) in Kachin State, the Pyithu Hluttaw Constituency of Tamwe township in Yangon Region, the Region Hluttaw Constituency of Minbu township No (2) in Magwe Region, the Region Hluttaw Constituency of Oattwin township No (1) in Bago Region, the Region Hluttaw Constituency of Seikkan township No (2) in Yangon Region and Shan ethnic affairs Region Hluttaw Constituency of Mandalay Region, totaling 25 polling stations in all.
  1. At the time of monitoring by the Myanmar National Human Rights Commission, no irregularity was observed at the polling stations and furthermore, it was seen that the international human rights norms were applied as best as possible. The detailed report will be submitted to the relevant institutions.
